Fired at the top of cModule::setGateSize().

Note that other cModule methods used for implementing the NED "gate++" syntax also expand the gate vector, and fire this notification. These methods are getOrCreateFirstUnconnectedGate() and getOrCreateFirstUnconnectedGatePair()).
